Foundation Mandate - Public Statement

Observing the geometry of a world in motion

The Meridian Pact Foundation is an independent research unit operating under the supplementary framework of the 1947 Geneva Conventions on international scientific cooperation. We maintain a network of twelve observation nodes distributed across geopolitical, oceanic, and celestial reference points.

Our mandate is the long-term documentation of what we term meridional drift: the measurable divergence between declared international frameworks and their actual operational geometries. We do not publish in academic journals. We do not attend conferences. We do not seek funding.

Our primary archive currently holds 77 YEARS of continuous observation data, spanning twelve geographic reference points, four deep-ocean passive listening arrays, and a celestial reference program conducted in coordination with observatories that do not appear in any publicly available directory.
